All Phase 8 mandate items in §11 are committed, tested, deployed and observed. The §15 Definition of Done table is fully ticked; evidence links are immutable via the GitHub release artefacts and the on-chain audit anchors.
Operating posture
SNOW IR moves from staging to production civil-protection grade. The Duty Operator rota is active 24×7 with NDMA-aligned escalation. Quarterly STRIDE reviews, weekly automated security scans, nightly hindcast regeneration, and continuous rolling skill telemetry form the maintenance envelope.
